El "Portalón" era un paso que establecía comunicación entre la calle del Mercado y la de Caballería y que por Juan Lobo seguía a Herrerías, las tres arterias principales, con la rúa Mayor y la Vieja, de la ciudad

Fue la sede del Ayuntamiento en el Antiguo Régimen y en el siglo XIX hasta 1868. Más tarde Juzgado Municipal, Escuela y "Cárcel de menores".

1801: Fin de las Regidurías perpetuas en Logroño

Es el primer hecho destacado de la contemporaneidad riojana. Después de casi siglo y medio de Regidores perpetuos -concejales del Ayuntamiento propietarios del cargo-, en julio de 1801 los gremios ciudadanos -silleros, basteros, mesoneros, maestros de obra prima, hortelanos, boteros, artífices plateros, mercaderes y comerciantes- las compran, y pasan a ser propiedad del común, así como electivos por anualidades entre todas las clases productivas. Estamos ante un cambio radical en la estructura de poder de la ciudad, ya que los doce regidores del Ayuntamiento acceden al cargo por elección.

Se compran las Regidurías por distintas razones, aunque siempre subyace las motivaciones económicas. En unos casos de tipo estructural: la pérdida de una economía basada en la venta del vino, y en los más, con bases infraestructurales del tipo de alegatos de corrupción, - los Regidores perpetuos se aprovechan de los caudales públicos , desvían los fondos a destinos ajenos a los asignados-; de usos y abusos de poder en forma de prepotencia, despotismo, nepotismo, ... traducidos en mofa para los habitantes de la ciudad; y en mayor número en áreas de política municipal de abastos, arbitrios, impuestos, asuntos sociales (el pósito en especial).

Estas transformaciones políticas fueron caras, pues sus costes rondaron el millón de reales, que se cubrieron con préstamos otorgados en especial por los comerciantes, a devolver después con el cobro de los arbitrios sobre productos de consumo -carne, pescado, vino, ..-. Se estuvieron pagando casi durante veinticinco años (hasta 1824).
