Natural de Murillo de Río Leza, había estudiado con notas muy brillantes en el Instituto de Logroño. Después hizo la carrera de Derecho.
Vecino de Logroño, regentaba una Gestoría, y desempeñaba su labor de abogado.

Durante los años anteriores a la proclamación de la República se había distinguido en la organización del republicanismo provincial y de aquellos centros sociales y culturales favorables a las ideas republicanas. Fue uno de los grandes promotores del levantamiento contra la República que fracasó en Jaca.

Proclamada la República fue nombrado Gobernador Civil de Navarra y más tarde pasó a Madrid para desempeñar puestos en el Gobierno de cierta relevancia. Su fama hizo que fuera electo en las Constiuyentes como Diputado Republicano Autónomo, para posteriormente incluirse en la minoría de las Cortes en el grupo de los Republicanos Socialista.

Fue uno de los riojanos que engrosaron el exilio republicano de 1939

La fuerza del republicanismo riojano en los años finales de la Dictadura y, en especial, durante la Dictablanda, se había puesto de manifiesto en la Rioja y sobre todo en Logroño capital.

Logroño había sido parte fundamental en la trama del golpe de Jaca y como consecuencia algunos de los vecinos logroñeses habían sido encarcelados y otros tuvieron que escapar y pasar algunos meses en el exilio, hasta que se conceció la amnistía.

Natural de Logroño (14 de febrero 1882), y formado en su Instituto Provincial, trabajó en distintos oficios hasta terminar en el periodismo en Madrid.

El prestigio alcanzado en la prensa de la capital le convertió en candidato del Partido Republicano Autónomo de la provincia de Logroño y ser elegido como Diputado a Cortes en las Elecciones Constituyentes de 1931. También terminó incluido en las Cortes dentro del grupo de los Republicanos Radicales Socialistas.

Fue otro de los exiliados republicanos riojanos.
