Padre del socialismo riojano actual

Nace en Logroño el 11 de octubre de 1944. Trabaja y estudia la carrera de Derecho en Barcelona. Aquí participa en una Asesoría laboral y en el movimiento democrático estudiantil. En 1972 funda el primer despacho laboral en Logroño, prestando asesoramiento jurídico y sindical a los trabajadores y agricultores, y lucha por la defensa de la libertades públicas y sindicales, por lo que es detenido y multado en varias ocasiones.

Coincidiendo con la actividad laboralista se afilia al PSOE y a la UGT en el año 1973, a cuya implantación en La Rioja se dedica intensamete hasta crear la Agrupación Socialista de Logroño y la base para la expansión del socialismo por la provincia. Desde los primeros momentos es Secretario General del Partido hasta el año 1981. Durante muchos años fue Presidente de la Federación Socialista de La Rioja, pudiéndose afirmar que el socialismo riojano es hechura de Javier Sáenz Cosculluela.

Desde las primera Elecciones democráticas -junio de 1977- fue candidato y Diputado electo del socialismo riojano, repitiendo la candidatura y la representación en Cortes en cinco ocasiones más sucesivas: 1979, 1982, 1986, 1989 y 1993. A nivel nacional ha sido desde Portavoz del Grupo Parlamentario Socialiesta, hasta el único Ministro -de Obras Públicas- de toda la historia del socialismo riojano, pasando por altos cargos en la organización Nacional del PSOE.

Uno de los tres decanos del socialismo actual riojano con carnet del año 1973 junto con Manuel Sáinz Ochoa [Alcalde de Logroño durante tres mandatos] y José Ignacio Cifrián Ladislao.

Natural de Arnedo e industrial autónoma del calzado. Fue Concejala de Cultura de su ciudad natal desde 1995 hasta el año 2003, así como Vicesecretaria de la Agrupación Socialista de Arnedo desde el año 2000. Es Diputada a Cortes en 2004 y 2008.

Nace en San Sebastián el 8 de abril de 1951 y se afilia al PSOE en 1974 en Bilbao. Desde su llegada a Logroño para trabajar como economista, participa activamente en la Agrupación Local de Logroño en la que desempeña en 1978 la Secretaría de Organización, en 1979 la Secretaría de la Ejecutiva Provincial de Relaciones Sindicales, hasta llegar en el 4º Congreso Regional de octubre de 1981 a Secretario General del Partido.

Es Concejal del Ayuntamiento de Logroño en las primeras elecciones municipales de abril de 1979 y Diputado electo a Cortes por La Rioja en seis Elecciones sucesivas: 1982, 1986, 1989, 1993, 1996, 2000 y 2004. Ha sido igualmente Presidente de varias Comisiones económicas del Congreso de los Diputados.
