"El problema de la vía". Otra pervivencia del franquismo

Ya lo decía la "Comisión Riojana del ferrocarril de Tudela a Bilbao" en los años finales de la década de los cincuenta del siglo XIX. El tendido "del camino de hierro" por la línea del Ebro iba a facilitar para La Rioja "la exportación de sus frutos, el engrandecimiento de su comercio, la baratura de las comunicaciones y los transportes y la inmensa riqueza que desarrollará en nuestro suelo".

Nunca se pensó, "ni por asomo", que también prodría acarrear alguno tipo de problemas. Y es lo que sucedía unos sesenta años después en la ciudad de Logroño, cuando empezó a sentir que su crecimiento urbano hacia el sur estaba estrangulado por "la vía". Y desde los años veinte se iniciaron consultas, especialmente desde el Ayuntamiento, para solventar el problema. Las respuestas llegaron en los peores momentos: en plena posguerra y autarquía.

Posibles soluciones a estos
problemas. PROPUESTAS.

Primera propuesta: desviar el trazado actual al llegar a Logroño, hacia el norte, a la margen izquierda del Ebro, que habría de cruzar dos veces. La Estación sería necesario emplazarla después del puente en las cercanías del llamado pozo Cubillas, entre la explanada existente entre el camino de Madre de Dios y el río.

Segunda propuesta: desviar el trazado actual hacia el Norte por la margen derecha del Ebro, sin tener que cruzarlo, derribando toda la parte vieja de Logroño. La Estación tendría que encontrarase en el mismo sitio que en la primera solución.

Tercera prouesta: desviar el trazado actual al Sur a distancia suficiente para dejar ensanche a la ciudad durante muchos años, con objeto de no llegar pronto al estado actual. La Estación tendría que colocarse en la explanada existente entre el asilo de Santa Justa y la parte trasera del Campo de las Gaunas.

Cuarta propuesta: desviar el trazado actual hacia el sur la menor distancia posible, dejando pasos superiores a las futuras prolongaciones de las calles del ensanche. La Estación habría que colocarla entre los Asientos de la carretera de Soria y la de Villamediana.

Quinta propuesta: dejar la Estación en su emplazamiento actual bajando su nivel para hacer pasos superiores tanto en las carreteras de Soria y Burgos como en las proyectadas del ensanche.

Los problemas del ferrocaril antes de su traslado hacia el sur

Según las opiniones dominantes, a lo largo de todo el primer tercio del siglo XX, estos problemas se sintetizaban en tres:

1. El trazado dificultaba la expansión de la ciudad hacia el sur, como el Ebro lo hacía en dirección norte. Esto había dado lugar a un crecimiento desproporcionado hacia el este y el oeste, alargando la ciudad en lugar de expandirse de manera equilibrada en dirección de los cuatro puntos cardinales. El ferrocarril había sido un "verdadero cinturón de hierro" extrangulando a la ciudad. Pese a ello las edificaciones saltan la vía quedando aisladas del resto de la ciudad.

2. El segundo problema es el de los pasos a nivel de Murrieta y de Vara de Rey. Unicos, junto con el del Camino de Lardero, que posibilitan el tráfico rodado entre la parte de la ciudad del norte y la del sur de la vía.

3. El edificio de la estación, con sus anejos de vías y muelles, no tiene suficiencia ni decoro, ni para los pasajeres, ni capacidad para las mercancías, ni amplitud para el tráfico.

ACUERDOS:

El Estado, la RENFE y el Ayuntamiento de Logroño desechan todas las soluciones y se deciden por la Cuarta.

Se considera que cuando la ciudad crezca otra vez hasta el ferrocarril se queda unida al resto por pasos superiores sin estrangular el crecimiento. Adenás así, la Estación tiene un emplazamiento cercano al centro de la ciudad. El 12 de julio de 1948 se ponía la primera piedra de ésta.

El Gobernador Civil que se ocupó del proyecto fue Luis Martín Ballesteros. Y ahí estaba para bendecirlo el obispo Don Fidel García.

El problema hoy:

La ciudad ha crecido otra vez hacia el ferrocarril. En menos de medio siglo el problema sigue siendo el mismo, o quizás aún más serio.

Las soluciones han sido el campo de batallas políticas entre los distintos partidos en las elecciones municipales de mayo de 2007. Se ha optando por el "soterramiento de la vía" y en algunos tramos la solución no parece difícil, pero en otros, ya se verá.

Otra cuestión es el tema de la estación actual. ¿Qué será del megaloproyecto de "rascacielos" y "zonas comerciales? El tiempo y la nueva corporación municipal lo dirá.
