♦ - Título y fecha del plano. Plano General de Logroño, 1893.
♦ - Aspecto urbanístico. Este plano de finales del siglo XIX se diferencia mucho del plano de Coello de 1852. Las "concesiones de Sagasta y sus epígonos" han transformado no sólo la periferia de la ciudad al construirse edificaciones civiles de defensa, beneficencia y ocio, sino también el interior al derribarse las murallas, abrirse una "nueva calle y puente hacia el norte" y tender el ferrocarril en el sur. Su aspecto global ahora es el de una "ciudad abierta".
♦ - Planeamiento urbano. En el mapa se siguen distinguiendo tres zonas diferenciadas:
la primera, con límites al norte en el Ebro y al sur en la calle de la Herbentia o Mercado, comprende el núcleo urbano originario de la ciudad, el hoy denominado "casco antiguo", o la primitiva "ciudad itinerario", rota por la mitad por la calle nueva abierta que comunica la Estación del ferrocarril con el norte por medio de un puente nuevo. Sus vías principales corren paralelas al río Ebro -con la excepción de la creada para facilitar el acceso al puente nuevo- y su parcelario es excesivamente angosto.
la segunda, el este de la ciudad, iniciada junto al Ebro y cerrada al oeste por la calle de la Villanueva, al este por el paseo del Siete, y al sur por el convento de El Carmen, comprende la antigua judería. Sus periferias del norte y oeste han sido muy modificadas en relación con la mitad del siglo, al construirse un nuevo Hospital, sanearse El Coso, crearse un Cuartel de caballería y una Plaza de toros estable.
y finalmente la tercera, desde la calle del Mercado como borde septentrional, y hacia el sur, dando lugar a una auténtica "zona de ensanche" o Logroño decimonónico, con numerosas modificaciones con base en el tendido del ferrocarril Bilbao-Tudela y en edificios de servicios.
♦ - Catálogo de edificaciones. Son los edificios civiles los grandes protagonistas del Logroño finisecular. Las edificaciones destinadas al culto católico se han reducido considerablemente o se han destinado a otros fines. Se mantienen las parroquias de Santiago, Santa María de Palacio, Colegial de Santa María de la Redonda, San Bartolomé y el Colegio e Iglesia de los jesuitas -ahora Seminario-, pero han desaparecido los conventos del clero regular, unos derruidos [San Francisco, Palacio Episcopal, edificios del Tribunal de la Inquisición], otros acomodados para servicios [Convento de carmelitas, La Merced], o están deshabitados [Convento de Valbuena]. La nómina de nuevas construcciones es la siguiente: un puente de hierro, dos cuarteles -infantería y caballería-, una Casa de beneficencia, una plaza de toros, el hospital nuevo, y sobre todo "el camino de hierro" que obligó a definir y a ajardinar el paseo de El Espolón.
