Diputados a las Cortes Constituyentes de Cádiz

La experiencia de "autogobierno de la Junta de Defensa de La Rioja" tuvo problemas y desde luego no fue acatada por todos. La premura, requerida por la Suprema Junta Gubernativa de España e Indias y después por el Supremo Consejo de Regencia, de elegir Diputados que se reunieran en Cortes Generales en la Real Isla de León lo puso de manifiesto.

En representación de la Junta de la Rioja y Álava fueron electos hasta tres Diputados diferentes, cuando sólo le correspondía uno:

Antes de octubre de 1810 lo había sido "el presbítero Don Francisco Salazar, Cura de Vilueña, en el Arzobispado de Burgos, y Comandante de Guerrilla", tal como consta en la reclamación del 30 de octubre de 1810 dirigida al Miembro del Consejo de Estado Excmo. Sr. Dn. Nicolás Mª de Sierra, por el Vice Presidente de la Junta Superior de las de Rioja y Álava.

Unos tres meses más tarde, el 20 de enero de 1811, es electo en la Villa de Molina de Aragón el Señor D. Prudencio María Berastegui, natural de la provincia de Álava. Los electores fueron los cinco integrantes de la Junta Superior de las de Rioja y Álava, -"que son los únicos que en la actualidad (la) componen·-, a saber, el Catedrático de la Universidad de Valladolid, natural y hacendado de la ciudad de Logroño y otros pueblos de la provincia, D. José Víctor de Oñate, que actuaba de Vice Presidente, "D. Emeterio de Ordozguiti, natural de la provincia de Álava; D. Manuel de Luzuriaga, de la misma provincia; D. Juan Josef Alfaro, natural de la de Rioja y D. Ambrosio Sánchez de Arguiñigo, de la misma de Rioja".

Y finalmente fue electo un tercer Diputado, D. Manuel de Aróstegui, que parece que fue el que al final actuó en las Cortes redactoras de la Constitución de Cádiz como representante de la provincia, tal como consta en el actual Archivo del Congreso de los Diputados de Madrid.

Legislación electoral de Cádiz

El proceso electoral completo regulado por la "Constitución de Cádiz" comprende tres etapas electivas sucesivas bajo la denominación de Juntas:

. las "Juntas Parroquiales"
. las "Juntas de Partido", y
. las "Juntas de Provincia".

La provincia de Logroño no existía cuando se realizan las primeras elecciones bajo esta legislación, por lo que hasta el 1836 -ya en una época política muy distinta- no se cumple el desarrollo glabal de una elección.

Esto supone que La Rioja no tenga representantes en las Cortes de Cádiz como entidad política separada, salvo en los momentos de las Juntas Revolucionarias. Pero sí que participan en las estas Cortes naturales de la región que fueron electos en las Juntas Provinciales de otras provincias a las que pertenecían los territorios antes de alcanzar el estado de provincia española.

Para las Cortes Legislativas de Cádiz de 1913 son elegidos como Diputados cuatro naturales y vecinos en La Rioja.

El descontento por las primeras elecciones directas en España motivó rápidamente movimientos insurreccionales contra el Gobierno de Istúriz, alentados fundamentalmente por la Milicia Nacional. Málaga se rebela el 26 de julio, a una sóla semana después de terminadas las elecciones directas. Y después se suceden una cadena de levantamientos. Cádiz, dos días después; Granada el 31; Zaragoza y Sevilla el 1 de agosto; Badajoz y Extremadura el 8; Valencia y La Coruña tres días más tarde. Y Madrid, finalmente, el día 13.
Pero el día antes, a las ocho de la tarde, se había amotinado ante el Palacio de La Granja, un destacamento de soldados, a los que se unían los del Regimiento de la propia Guardia Real. El resultado, ya pedido por los gritos de los manifestantes insurrectos en las ciudades, fue que "a las tres de la madrugada Su Majestad firmó una declaración restableciendo la Contitución (de 1812), la cual seguiría vigente hasta la reunión de las Cortes". Esto supuso las Elecciones de 1836.
