CAJA DE AHORROS MUNICIPAL

Se inaugura, el domingo, 25 de junio de 1893, por el Alcalde Sr. Marqués de San Nicolás.

Se venía pensando en este tema desde los años sesenta, aunque todas las propuestas esfectivas -1877, 1880, 1887- por Joaquín Farias (las dos primeras) y Vicente Infante (la última), no prosperaron. En marzo de 1892 dos concejales volvieron a resucitar el tema y el 15 de febrero de 1893 se aprobaron las bases de su funcionamiento y en meses sucesivos se terminó inscribiendo en el Registro de Asociaciones. En 1896 se asoció a la Caja un Monte de Piedad.

Desde su inauguración hasta el último día del siglo se abrieron 833 libretas, pero únicamente permanecieron activas 410. Las imposicioens alcanzaban en la misma fecha en torno a medio millón de pesetas.

La procedencia del pasivo es exclusivamente fruto de las imposiciones y su capital social son 1.000 ptas. donadas por el Ayuntamiento.

Los primeros impositores proceden de media docenas de sociedades (Círculo Logroñes, La Amistad, Centro Obrero, Socorros mutuos entre artesanos, y empleados de Consumos, y el Colegio médico-farmacéutico), 14 profesionales de distintos tipo, 23 empleados de artes y oficos, 43 niños, 12 mujeres y el resto sin indicar la profesión. Al final del siglo esta tipología ha variado pasando ahora a ser dominantes los impositores de clases altas.

Después de serios problemas financieros, por una inversión en la compra del Teatro Quintana, en año 1902, la Caja se convirtió en institución benéfica y pudo subsistir.

El 31 de agosto de 1903 se reformó el Reglamento y potenció sus actividades que duraron hasta el mes de abril de 1917 que se liquidó.

LA PRIMERA CAJA
En la temprana fecha del 17 de abril de 1839 se creó en Logroño una Caja Provincial de Ahorros, aunque de vida muy efímera.

Sólo sabemos que operó en los meses de julio y agosto de 1839. Su Reglamento es prácticamente el mismo que el de la Caja de Ahorros de Madrid.

Sus promotores fueron el Gobernador Civil y las élites políticas y económicas de la ciudad en esas fechas.

En esta nueva fase la Caja llega a tener en torno al millón y medio de pesetas en el año 1911. Sus activos se basan en la inversión en fondos públicos y en obligaciones municipales, y su pasivo se funda en imposiciones a corto plazo. Los mayores imponentes a largo plazo son Eusebio Ruiz Elías, Ceferino López Castro y el Marqués de Murrieta, que superan las diez mil pesetas. En cuanto al sexo destaca que hay 282 mujeres y 304 hombres.
Durante los 22 años de funcionamiento de esta Caja se había desarrollado una amplia retórica y mucho populismo, y cuando tuvo que hacer frente a los cambios de las instituciones financieras no supo acomodarse.
Su muerte significó el derrumbe de años de unos Concejos guiados por la cooperación y solidaridad.
